The US military is no stranger to the fact that killing random bystanders creates more insurgents and terrorists.

All the way back in the Vietnam war, many soldiers were well aware that when one of their shots missed the target and ended up killing the wife or child of whatever farmer whose farm they happened to be fighting on the result was probably going to be a previously ambivalent farmer (who would most likely have preferred for the whole thing to just end already) becoming an active supporter of the Viet Cong.
