why a bike riding license again? I don't see how difficult it is to ride a bicycle (or, when done correctly, particularly dangerous).
and considering the USA's proclivity towards cars, and not bicycles, I don't see it as an effective source of revenue.
ok, I grant you, I'm putting more logic into this than whoever was writing this, but I just have to ask: why??
