The Founding Fathers wrote the rights protections they way they did because they were divided into two major (and, doubtless, many minor) factions that trusted each other about as far as they could comfortably spit a rat. (This is also the reason for the extremely narrow scope of Treason in US law and the unusually high evidenciary bar required to convict on it. The UK has very broad treason laws, which had been often used in the previous centuries to kill the politically inconvenient.)
One of the links in the article about the housing scandal is about the Navajo Housing Authority, which seems to be extremely effective at spending lots of money without building any meaningful numbers of houses. This reminds me of the (what should be a huge) financial scandal with the Attawapiskat First Nation here in Canada. In 2012 they were audited by an outside auditor, and it turns out that they had inadequate to no paperwork on 80% of their budget. And, apparently, this was an improvement over previous band leadership.
