A thought occurs:

It is a crime to prevent a police officer from going about his or her lawful activities, including the arrest of persons the officer observes committing crimes.

When faced with university officials (who have no jurisdiction over city police) attempting to prevent them from enforcing the law, why don't police simply arrest those officials as well?
