What's really bizarre about Flint's water problems is the US is widely noted for having some of the world's highest drinking water standards.

it's not. Here are equivalent statements to "we will have water which meets X and Y standards". They're from Egypt, but the idea is the same:

"the President ordered the national debt of Egypt payed"

"The President ordered that the Egyptian pound is to be five dollars"

"the President ordered that the team wing the FIFA tournament".
