A cluon for anyone who manages to find an ACTUAL argument supporting this position.
The Freakonomics guys made a great case for it:

Okay, they were being a bit hyperbolic; they don't actually call for banning it. But they point out how it doesn't work and basically screws up incentives all over the place.
I'll have to listen to their podcast, but I read some of their article. Iceland, for example, tipping ISN'T illegal it's simply not customary (and despite what you think it's not an insult either). Their unions actually do a good job to make sure their workers are paid well. I think the same can be said for the countries in the left half of that chart.
Hmmm....now that I think about it his position wasn't necessarily about BANNING tips, even if they it was about ending the practice.
