In re: The school that dropped the playground rules.
I would propose that the reason for this dramatic improvement is the possibility of retaliation. With many "no hitting rules", for example, the policy is to punish both students involved; which means if Bully hits Innocent, both get detention. However, if no one sees Bully hit Innocent, no matter how much Innocent protests, it never happened. Therefore, Innocent is the only one with detention. Children learn this quickly, so after a day or two of kindergarten Innocent doesn't fight back, and Bully is well aware of this. If there isn't a "no hitting rule", Bully knows that Innocent is free to retaliate and thus create a situation of equilibrium.
