Well this isn't really about who sides with who. I would like to have superman because his powers are useful.

None for superheroes--they all cause just as much damage to property and lives as Govco.

V isn't a superhero as such.

Certainly not Doctor Manhattan, given what he went and did for the government.

Captain America is a good choice because he stands for what the US is supposed to stand for, not for the government.  There's a reason he's one of the few beings in Marvel who can lift Thor's hammer.  (Lifting it has very little to do with strength and everything to do with who you are.)  Superman has be known to stand with the US government when they are clearly psychotically wrong, like when he was sent after Batman in the one future setting comic (where Superman had been used to suppress other costumed heroes who were harder to control).

People who are right off the list include Hank Pym, who's nuts, pathetically easy to manipulate, and a scumball.  Bruce Banner is a big bag of crazy at the best of times.  I don't like most of the DC characters because they have such bad names.  (Take away all the ones with names ending in -boy, -girl, -man, or -woman and there aren't many left.)

There's something to be said for Dr. Doom.  A lot of versions of him are quite heroic (when he isn't exposed to Reed Richards, he usually turns out quite good, something about Reed just makes Doom nuts).  Even the main version, who's both nuts and a dictator, is one of the best rulers ever, living by a strict code (and doing things like promptly paying his bills), not being interested in what his subjects are up to as long as they aren't acting against his rule, and not tolerating corruption or waste by his underlings.  There's plenty worse leaders around.

You're likely referring to "The Dark Knight Returns" which in fact portrayed Supes blatantly out of character.  Superman has conflicted with governments many times

The Dark Knight Returns was written by Frank Miller who is a literary hack that loves Batman WAY too much.

He renounced his citizenship to avoid involving the US gov into his conflicts.

I know. I'm just specifically excluding superheroes: V is the only choice I really liked, since he is no superhero, and fights oppressive governments.

Yeah, when it was written by Frank Miller and even then, it was stupidly mismatched.  Batman had months of preparation to Superman having none and Batman had outside help as well.

In comics written by people better able to keep their fanboyism in check, Batman has even acknowledged that he'd be no match for Superman if he didn't hold back.

Oh yeah, I Batman could beat almost everyone if he preps for months. He heard he used kryptonite too. Can anyone say cheap?

I also read a while back one of the few people who could go toe to toe with Superman, at full strength, and possibly beat him is J'onn J'onzz aka Martian Manhunter. Another one was Al Simmons aka Spawn, at least from the Armageddon Arc.

Kryptonite is not the deal breaker it's made out to be.  Superman DOES have ways to counter it.
