Title: Unconstitutional laws acknowledged

This is for people residing in other countries: Have you encountered any law passed where it is explicitly acknowledged that it may violate a higher law (Such as the constitution), and yet the law gets implemented regardless?

I ask because a few months ago in New Zealand (where I'm from), a new anti-piracy 'Three strikes' law was passed (y'know, the kind that is regarded to violate fundamental human rights). On the website, they have the nerve to acknowledge that the new law violates the Bill of rights act of this country (link:http://3strikes.net.nz/information/faqs#heading-anchor-9 (http://3strikes.net.nz/information/faqs#heading-anchor-9)).

I was wondering if anyone else had encountered government actually acknowledging it's own true nature  :P

It happens so often in the US that there's a quote (supposedly from a sitting Congressman, although I have no idea who) to the effect that if they limited themselves to Constitutional laws, they'd never do ANYTHING.

Judge Napolitano's gotten several admissions like that on his show.
