Any city can achieve fiscal stability, first by picking its boundaries, and then by maintaining exclusionary zoning that keeps away poor people.  There's nothing new or innovative about this approach.

*If Sandy Springs includes a diversity of rich and poor residents, I will then become interested in this story.  I admit that I was impressed with the range of municipal services that this city appears to provide.
