Public schools and the "gay agenda"

Does hate-crime legislation even have an effect on the crimes it purports to stop?

Hate crime legislation is an excuse for the state to grab even more power to invade privacy, and in particular for the Federal government to intrude into areas that they aren't allowed to by the Constitution.

I don't know (read: I don't have any statistics or studies backing me up), but I highly doubt it does any good...
