I recall when the child abuser's rant came up before.  My thought at the time was, "So, if she decided to be promiscuous when she reached her teen years, does he think it would be appropriate to 'cure' her of that decision by arranging to have her gang raped?"

Oh, small but significant detail about the Branch Davidian business, there was only one child who was alleged to be being sexually abused.  The only thing in any way unusual about this accusation was that it was being made by her father in the context of a divorce (he had left the group, his about-to-be-former wife had not, and he was using the usual tactics for trying to get custody which were usable by a man because he could claim there was another man abusing the daughter).  Of course, before the ATF (which is a tax enforcement agency with no jurisdiction over child welfare issues in any case) involved itself, the relevant agency of the State of Texas (which did have jurisdiction) had investigate the claim, and concluded that it was fabricated.  (By this time, it had been determined that such claims are almost always either 100% true or 100% false, so if you can definitively prove any substantive falsehoods, it pretty much demolishes all claims.  Upon cross-checking with the travel records of the girl, it was positively determined she was actually in Boston on some of the dates it was claimed she was sexually assaulted in Waco.  So, not only was the claim false, the claim was sloppily false and a competent shyster wouldn't have made such a mistake.  Obviously, the father would have had access to the records of when the girl was even IN Waco and so might plausibly have been assaulted there.)

As for WHY the BATF (as it was then known, Explosives was added later) would pull this publicity stunt (proven to be a publicity stunt by the fact that the press they called in ahead of time actually LEAKED IT to David Koresh, who called the ATF, which he was familiar with due to his operating a properly licensed firearms dealership which is all licensed and inspected by the AFT, and was assured they were NOT coming to the site in the immediate future), the ATF had a little problem:  There was a move, not clear how strong a move, to dissolve the ATF and fold its' functions into other tax agencies.  The ATF largely evaded having to answer for the attack (and things like the perjury in the warrant application, which included a purely invented claim of a meth lab on the site so they could get military equipment).  The way it ended is entirely the fault of the FBI, which had taken over the siege long before.
