The article says Putin, but the statements actually came from their Ministry of Foreign Affairs.

They used to say we lynched blacks (there were certainly lynchings of blacks, but they weren't sanction by Fed Gov).

Yes, it was usually the local governments that were (at least tacitly, since nothing was done about them) sanctioning the lynchings.
